I have heard of people making claims that they aren't going to rebuild black people's homes as a way of changing the political landscape in New Orleans. CNN had a pundit on a couple weeks ago who made the claim. I can't give a name but it was interesting. I wouldn't doubt it if they have no plans to rebuild for the black people.
